If you have been assigned the Finance role, you’ll be able to access the Banking and Accounting roles in the side menu.
For users with the Finance role to view ALL claims waiting to be approved:
As an admin, go to Setup.
In the Account tab, tick the Allow the Finance role to view all claims waiting to be approved box.
